Owumi, according to NPL was never handcuffed as he was preparing to meet other board  members of the league body that day when two men from the commission arrived the  venue.

“The men from the commission requested that the presence of the NPL chairman was  needed at the EFCC headquarters in Abuja, which he obliged politely. Owumi was later  released after he was interrogated by the commission based on allegations filed  against him by Barrister Ray Nnaji. He spent 45 minutes at the headquarters of the  commission,” the NPL said.

The body further pointed to the comment of the EFCC spokesman, Femi Babafemi, who  described the development as a routine process of interrogation.
