PM NEWS monitoring of the poll in Abule Egba, Agege and Ikeja shows that INEC officials arrived around 8:30am in some polling units and were still being expected in other areas.
Scanty polling units were seen as voters stayed at home, unlike they zeal they put in at the presidential election.
In Alausa, INEC officials were yet to arrive some polling units as at 10.05am. Other polling units around that area had officials present and voting had begun for over an hour.
