The U.S. Department of State has announced a new visa restriction policy targeting foreign government officials accused of facilitating illegal migration into the United States.

The policy, unveiled by Secretary of State Marco Rubio on Wednesday, is aimed at holding accountable those who enable unlawful border crossings.

According to Rubio, the measure would apply to officials in immigration and customs, airport and port authorities, and others who are deemed responsible for aiding illegal migration through inaction or policies that promote unlawful transit, particularly along the U.S. southwest border.

“This policy reinforces America’s commitment to securing its borders,” Rubio said. “Countries along migratory routes must take responsibility to prevent the transit of individuals attempting to enter the United States illegally.”

The new restrictions complement the existing 3C policy, which was expanded in 2024 to target private sector actors who provide transportation and travel services to illegal migrants.

Under the Immigration and Nationality Act, the Secretary of State has the authority to declare individuals inadmissible if their actions pose serious foreign policy concerns. The restrictions may also extend to certain family members of affected officials.

Rubio emphasized that the policy would remain in effect until implicated officials enforce existing immigration laws and adopt measures to curb illegal migration.

“America will not back down when it comes to defending our national security interests,” he declared.
