Lagos calls on CSOs, NGOs to strengthen citizen-government engagement

The Lagos State Government has urged Civil Society Organizations (CSOs) and Non-Governmental Organisations (NGOs) to play a more active role in bridging the communication gap between government and citizens, reinforcing participatory governance.

The call was made during an engagement workshop organised by the Office of Political, Legislative and Civic Engagement (OPLCE) in Lagos, where the state presented the proposed Lagos State 2025–2027 Strategic and Communication Strategy for review, criticism, and recommendations from stakeholders.

Speaking at the workshop, the convener and Permanent Secretary of OPLCE, Engr. Sholabomi Shasore, said the strategy is designed to enhance citizen inclusion, equity, and inclusivity, particularly for youth, women, and persons with disabilities.

“Through this document, we are planning the future of citizen engagement in Lagos. Our goal is participatory, people-centric governance that reflects the voices of all Lagosians,” Shasore said.

She explained that the implementation of the strategy will rest on five pillars: enhancing public trust, promoting inclusive governance, encouraging civic participation, facilitating participatory governance, and strengthening stakeholder relationships.

“We envision a Lagos State where everyone is fully engaged, fulfilled, and living in harmony. This engagement allows CSOs and NGOs to understand our plans, critique them, and offer suggestions,” she added.

“We aim to involve millions of Lagosians through platforms such as social media interactions, television, radio, and open consultations. The collaboration of CSOs is critical to achieving these objectives.”

Participants lauded the government for adopting a more inclusive approach. Many noted that, unlike previous practices where citizen input was often sought post-implementation, the new strategy enables genuine participation.

Robert Egbe of Corporate Accountability and Public Participation Africa said, “This document is a commendable initiative. Typically, governments engage stakeholders after decisions are made, but OPCLE is fostering genuine conversations. However, communication must translate into action to address the challenges identified by the state.”

Similarly, Reverend Father Raymond Anobiefu, representing a Christian organisation, described the engagement as a first-of-its-kind initiative from OPCLE, highlighting its potential to strengthen collaboration with citizens through religious and community leaders.
