Tinubu swears in five permanent secretaries, new NPC boss

President Bola Tinubu on Wednesday swore in five newly appointed permanent secretaries and the Chairman of the National Population Commission (NPC), Dr. Aminu Yusuf, during the Federal Executive Council (FEC) meeting held at the Presidential Villa, Abuja.

Those sworn in as permanent secretaries include Dr. John Chidiebere Ezeamama (Imo State), Ibrahim Abdulkarim Ozi (Nasarawa State), and Dr. Abdul Sule Usman Garba (North Central). Others are Dr. Ishiyaku Musa Mohammed (North East) and Dr. Binyerem Chigbonwu Ukaire (South East).

Also taking the oath of office were two newly appointed members of the NPC Board – Dr. Joseph Haruna Kigbu and Tonga Betara Bulatafa – who were sworn in alongside the Commission’s Chairman.

Dr. Ezeamama, 54, joined the Federal Civil Service as a medical officer at the State House Medical Centre. He holds an MBBS from the University of Nigeria, Nsukka, an MBA, and has undergone professional training at the Royal College of Obstetricians and Gynaecologists in London as well as the University of Cape Town, South Africa.

Ozi, 57, graduated with a B.Sc. in Accounting from Bayero University, Kano, in 1991, and joined the Federal Civil Service in 1992. He rose to the rank of Director at the Office of the Accountant General of the Federation (OAGF), where he headed the Inspectorate Department before his appointment as permanent secretary.

Dr. Garba, 56, earned his medical degree from the University of Jos in 1997 and is a Primary Fellow of the West African College of Surgeons. He joined the State House Medical Centre in 1999 and became a Director in 2019. He is an alumnus of the National Institute for Policy and Strategic Studies (NIPSS), Kuru, Course 46.

Dr. Ishiyaku Mohammed, 57, obtained a Doctor of Veterinary Medicine from Ahmadu Bello University in 1992 and a Master’s in Veterinary Public Health and Preventive Medicine in 2014. He joined the civil service in 2009 as an Assistant Director and became a Director in 2022.

Dr. Ukaire, also 57, holds an MBBS from the University of Nigeria, Nsukka, and is a Fellow of the West African College of Surgeons (Obstetrics & Gynaecology). She also earned an MSc in Public Health from the University of South Wales, United Kingdom.

NPC Chairman, Dr. Yusuf, 65, holds a Bachelor’s degree in Biology and a Master’s in International Affairs and Diplomacy from Ahmadu Bello University, Zaria. He later obtained a PhD in International Relations from Nasarawa State University, Keffi.
