A Metropolitan Police officer has been dismissed without notice after a disciplinary panel found him guilty of sexually assaulting a fellow officer while off duty.

The misconduct hearing, which concluded on Thursday, December 18, determined that Detective Constable Eugene Emmanuel, attached to Specialist Crime South, inappropriately touched another off-duty police officer in the urinal area of a pub on December 7, 2023.

Condemning the officer’s actions, Detective Chief Superintendent Neil Cochlin said the conduct fell far below the standards expected of serving police personnel.

“There is no place for sexual misconduct in policing, or in any workplace,” Cochlin said. “Such behaviour will not be tolerated.”

The panel ruled that Emmanuel had breached the police standards of professional behaviour relating to discreditable conduct, concluding that the offence amounted to gross misconduct and warranted immediate dismissal from the force.

According to the Met Police, as a further sanction, Emmanuel will be placed on the College of Policing’s barred list, effectively preventing him from holding any future role within policing or related oversight bodies.

Individuals on the list are prohibited from employment with police forces, local policing bodies, the Independent Office for Police Conduct, or His Majesty’s Inspectorate of Constabulary and Fire and Rescue Services.
