The 29-year-old joined Besiktas from Leicester City last summer.
Ndidi is currently with the Super Eagles at the 2025 Africa Cup of Nations.
Valencia are struggling near the relegation zone in La Liga this season and are eager to strengthen their squad during the January transfer window. The club is coached by Carlos Corberán.
Recently, Valencia also signed another Nigerian player, Umar Sadiq, on a permanent deal.
