The initiative comes at a time when increasing global interconnectedness is reshaping the concept of citizenship beyond traditional nationality into a more dynamic and influence-driven framework.
According to the promoters, the platform is designed to provide globally minded individuals with both access and agency—the ability not only to move across borders, but also to influence policies, shape systems, and contribute meaningfully to global development.
Moving beyond transactional notions of mobility, the platform brings together high-net-worth individuals, entrepreneurs, policymakers, and forward-thinking leaders into a unified ecosystem. The group is expected to drive structured advocacy around key global issues, including mobility rights, taxation, cross-border investment, and equitable access to opportunities.
Membership of the HOC Capital Club is described as highly selective, with strict criteria aimed at preserving the integrity and influence of the network. Prospective members are required to hold a verified second citizenship, maintain a minimum net worth of $2 million, and meet additional due diligence and global engagement standards.
The organisers said the community is built around advocacy as a tool for impact, with a coordinated effort to engage multilateral institutions, shape inclusive policies, and promote frameworks that support sustainable development, economic inclusion, and responsible global mobility.
As part of its strategic direction, the partnership will foster collaborations with international development organisations, multilateral institutions, and global policy bodies. In furtherance of its vision, the organisation is set to unveil its flagship facility in Lagos in April 2026. The 1,950-square-metre space will serve as a hub for engagement and influence, featuring exclusive lounges, dining areas, bars, a swimming pool, private cinema, rooftop terrace, and an amphitheatre for international engagements. Members will also have access to a dedicated corporate private jet.
With Lagos as its launch base and a global outlook from inception, the initiative aims to redefine belonging in an increasingly borderless world, positioning global citizenship as both a responsibility and an opportunity driven by advocacy, collaboration, and strategic partnerships.
