The era of indiscriminate refuse dump and open defecation is over in Kano as the State House of Assembly, on Tuesday, passed the Kano State Landscaping and Beautification Agency Bill 2025 into law.
The new law is aimed at promoting cleanliness and restoring the beautification of the ancient commercial city.
The new law imposed a fine of N25,000 on anyone caught dumping refuse, urinating, or defecating in public places.
The new development followed the deliberations by the Committee of the Whole House.
The third reading of the bill was performed by the Deputy Clerk of the House, Alhaji Nasiru Magaji during plenary presided over by the Speaker, Alhaji Jibril Isma’il Falgore.
The Agency established by the bill will be responsible for setting up gardens, planting flowers, and preventing indiscriminate dumping of refuse across the metropolitan city of Kano.
The Agency will be governed by a Board comprising a chairman and 10 members, including professionals knowledgeable in engineering and beautification.
According to the Majority Leader, Alhaji Lawan Hussaini Dala, the Agency will also prevent the indiscriminate dumping of trash and spits from moving vehicles, checkmate open defecation, and make the city look beautiful.
He explained that, “the agency established by the bill will be responsible for setting up gardens, planting flowers, and preventing indiscriminate dumping of refuse on roundabouts, drainages, bridges, and roads.”
