Lagos Procurement Agency nets N3.5bn in one year, eyes full digital takeover

The Lagos State Public Procurement Agency (PPA) has generated over ₦3.5 billion from its regulatory activities in the past year, according to the State’s Head of Service, Mr. Bode Agoro.

Speaking during the annual ministerial press briefing held in Alausa, Ikeja, Agoro revealed that the revenue was realised between May 2024 and March 2025 from registration and renewal of service providers, administrative fees, and miscellaneous income.

“A total of ₦3,538,019,631.25 was generated from various streams, reflecting the growing confidence in the procurement process and the effectiveness of our regulatory framework,” Agoro announced.

A breakdown of the revenue shows that: ₦539.59 million came from registration of service providers;₦394.61 million from annual renewals; ₦2.6 billion from 0.25% administrative fees on contracts and ₦367,700 from miscellaneous sources.

According to Agoro, the agency registered 1,097 service providers for Goods, 1,293 for Works, and 1,462 for Services, making it a total of 3,852 new registrations, explaining that the registration and renewal processes were conducted entirely online, enabling businesses to interface seamlessly with the State Government.

“We’ve made registration user-friendly. Service providers can now complete the process from their offices or even their homes using a smartphone or computer,” said Agoro.

Agoro disclosed that between May 2024 and April 2025, the Agency issued 4,050 award letters to service providers, saying that it is now preparing for the total digitalisation of its procurement processes, with a strong emphasis on capacity building for government employees.

“We are encouraging all procurement stakeholders to upskill, especially in ICT, as we prepare for full digitalisation. This is key to ensuring good governance and curbing corruption,” Agoro said.

Agoro disclosed that 159 MDAs had now been fully onboarded onto the Lagos State e-Procurement platform, following Governor Babajide Sanwo-Olu’s approval in 2024 to integrate 19 additional agencies.

“The shift to e-procurement has greatly enhanced accountability and efficiency in public procurement. It’s part of our drive to modernise governance,” he said.

To support this, he said the Agency procured ICT tools, including computers and scanners, and distributed them to procurement officers across all onboarded MDAs.

In a nod to Lagos State’s growing global procurement reputation, the HoS stated that the World Bank sent two delegations, one in September 2024 and another in February 2025, to assess the State’s e-Government Procurement (e-GP) system, saying that the visits included a live demonstration involving the Ministries of Health, Infrastructure, and Drainage and Water Resources.

He said impressed by the Agency’s progress, the World Bank pledged technical and developmental support to help the State deepen its digital reforms.

“The World Bank has recognised our efforts and promised further assistance. We are confident that this support will boost our digital transformation drive,” said Agoro.
