Heads To Roll In NPA As Minister Orders Restructuring
Another round of mass sack is imminent in the Nigerian Ports Authority (NPA) following the ministerial order that the agency should restructure to reflect the realities of the post-concession period.
The Minister of Transport, Alhaji Yusuf Suleiman expressed surprise that the agency is still operating the same old management structure it had in place during the pre-concession years.
He disclosed that he has asked the new Managing Director of NPA, Engr. Omar Suleiman to carry out a management restructuring exercise that will reflect the modern trends in the operations of NPA.
“The Nigerian Ports Authority is still implementing and operating with the management structure that it had in the pre-concession years.NPA still has Operations Deparment when it does not operate anything.What we need to see now is Monitoring and Evaluation Inspectorate.
“This is the kind of thing we are trying to do,” the minister stated.
He observed that since the NPA had concession its terminal operations to private interests, there must be an inspectorate deparment that would continuously monitor, inspect and report back to the management what these terminal operators are doing.
It was also gathered that staff in the operations department, both at the headquaters and the ports level may be laid off in view of the irrelevance of their services. It was further learnt that those who have records of indiscipline and bad health in the scrapped deparment would be shoved aside, including those who have attained the retirement age.
But those whose records are not blemished would be redeployed to the new inspectorate. The restructuring exercise also involves the promotion of some staff to reflect their new line of duty under the present dispensation.
Engr. Sulaiman acknowledged the receipt of the minister’s order to restructure when he lamented that the NPA is still operating the antiquated management structure bequeathed by the colonial masters in 1954 when the agency was established.
The comprehensive blueprint for the restructuring exercise  is presently on the minister’s table awaiting approval.
