Nigerians have expressed optimism following the resumption of operations at the Port Harcourt Refinery, with many hopeful about fuel availability, price reduction, and enhanced competition in the nation’s midstream oil sector.

President Bola Ahmed Tinubu, alongside oil workers’ unions and the Pan-Niger Delta Forum (PANDEF), joined citizens in celebrating this milestone.

The Nigerian National Petroleum Company Limited (NNPCL) confirmed the refinery’s reactivation through its spokesperson, Olufemi Soneye, announcing that the loading of petroleum trucks began on Tuesday.

The refinery, which had been inactive for years, is now processing crude oil, marking a significant turnaround in Nigeria’s quest for energy independence.

A Presidential Tribute to Perseverance and Progress

President Tinubu, in a statement, extended his congratulations to NNPCL and acknowledged the foundational efforts of former President Muhammadu Buhari in initiating the comprehensive rehabilitation of the nation’s refineries.

“This achievement represents a monumental leap forward. I commend the unwavering dedication of NNPCL’s Group Chief Executive Officer, Mr. Mele Kyari, whose commitment has overcome challenges to revive this vital national asset,” Tinubu stated.

He also expressed gratitude to the African Export-Import Bank for financing the critical rehabilitation project and urged NNPCL to expedite the reactivation of the second Port Harcourt refinery, as well as the Warri and Kaduna refineries.

“These efforts will significantly enhance domestic production capacity, positioning Nigeria as a major energy hub. Our administration remains committed to repairing all refineries to eliminate the paradox of being a crude oil giant unable to refine for domestic consumption,” Tinubu added.

The President also reiterated the core principles of his Renewed Hope Agenda, emphasising accountability and integrity in national infrastructure development. He called on citizens and institutions to maintain trust and dedication in their service to the nation.

NUPENG Celebrates Achievement

The Nigeria Union of Petroleum and Natural Gas Workers (NUPENG) applauded NNPCL’s leadership for its steadfast efforts in restoring the refinery.

In a joint statement signed by its President, William Akporeha, and General Secretary, Afolabi Olawale, NUPENG described the re-streaming of the refinery as a “landmark achievement.”

“This milestone resonates with the aspirations of Nigerian workers and citizens,” the statement read. “Mr. Kyari’s exemplary commitment and resilience in steering the rehabilitation project to completion, despite numerous challenges, reflect the highest standards of dedication and determination.”

NUPENG also highlighted the safety measures implemented during the rehabilitation, celebrating over 16 million man-hours achieved without a single Loss Time Injury (LTI).

“This accomplishment showcases meticulous planning, professionalism, and hard work,” the union added, acknowledging the contributions of President Tinubu, the NNPCL Board, and contractors in making this feat possible.

The union emphasised the critical role of the refinery in reducing fuel scarcity, alleviating hardships, and stabilising the economy. It expressed hope for the speedy rehabilitation of the Warri and Kaduna refineries, saying, “We remain confident that NNPCL, under visionary leadership, will deliver on these expectations.”

PANDEF urges Inclusion of Artisanal Refiners

The Pan Niger Delta Forum (PANDEF) welcomed the refinery’s revival as a step towards economic prosperity and job creation. Chief (Dr.) Obiuwevbi Ominimini, the group’s spokesperson, said the resumption would benefit all Nigerians, particularly in fuel availability and employment generation.

Ominimini further urged President Tinubu to consider licensing artisanal refiners in the Niger Delta region to harness their potential and integrate them into the mainstream oil economy.

“This inclusion will ensure more equitable economic benefits for the region and the nation,” he stated.

NNPC clarifies Refinery Operation Misconceptions

NNPC Ltd., in a separate statement, addressed misconceptions about the refinery’s performance. Olufemi Soneye, its spokesperson, confirmed that the Port Harcourt Refinery is operating at 70% of its capacity, with plans to ramp up production to 90%.

The company clarified that blending gasoline with C5—a component from Indorama Petrochemicals—is standard practice and ensures compliance with global fuel standards.

“We urge Nigerians to focus on the remarkable achievements under President Tinubu’s leadership. Malicious attacks on these efforts only undermine progress,” the statement read.

The revival of the Port Harcourt Refinery has sparked optimism across the nation. Many see it as a step towards addressing longstanding energy challenges and achieving self-sufficiency in fuel production. With the collaborative efforts of stakeholders, this milestone could mark the beginning of a new era for Nigeria’s oil and gas industry.
