The England manager is expected to officially unveil his 26-man squad on Friday morning, but reports emerging ahead of the announcement revealed that several established names had already been informed they would not be travelling for the tournament.
Manchester United defender Maguire was among the biggest casualties, with the 33-year-old admitting he was “shocked and gutted” after receiving the call from Tuchel.
The centre-back, who returned to the England squad in March after months away from international football, said he believed he had done enough to secure a place following his performances during the season.
“I was confident I could have played a major part this summer for my country after the season I’ve had. I’ve been left shocked and gutted by the decision,” Maguire wrote on Instagram.
“I’ve loved nothing more than putting that shirt on and representing my country over the years. I wish the players all the best this summer,” he added.
Manchester City midfielder Foden is also expected to miss out despite being regarded as one of England’s most gifted attacking players, while Chelsea star Palmer reportedly failed to make the final cut following an injury-disrupted campaign.
Chelsea defender Levi Colwill, AC Milan defender Fikayo Tomori, Luke Shaw and Trevoh Chalobah were also omitted from the squad.
Reports further indicated that Trent Alexander-Arnold, Adam Wharton and Jarrod Bowen are unlikely to make the final list.
In a surprising twist, former Brentford striker Ivan Toney is reportedly in contention for a recall despite currently playing in the Saudi Pro League and not featuring for England since June last year.
Toney, now with Al Ahli in Saudi Arabia, has impressed with his goal-scoring form and remains highly regarded for his penalty-taking ability and physical presence in attack.
Tuchel is also believed to have opted for Noni Madueke ahead of Bowen as backup for Bukayo Saka on the wings.
The German tactician reportedly began contacting players 48 hours before the official squad unveiling, informing those omitted before calling players who secured places on the plane.
