Speaking at a public sensitisation event held at Lagos House, Marina, the governor said the initiative reflects his government’s long-standing focus on prudent resource management and citizen-centred development.

The HOPE programme, a $500 million facility supported by the World Bank and the Federal Government, is being implemented across Nigeria’s 36 states and the Federal Capital Territory to improve service delivery in governance, primary healthcare and basic education.

Sanwo-Olu said Lagos has adopted the framework to strengthen capital management systems and transition from input-based budgeting to outcome-driven performance.

“For us in Lagos, this programme is about people—ensuring that every child has access to quality learning materials and that mothers receive affordable and efficient healthcare at primary health centres,” he said.

He added that the initiative is designed to enhance transparency by making public resource management more visible and understandable to residents, thereby strengthening trust in government processes.

The governor noted that the programme is already yielding measurable results, with improvements recorded in literacy levels and overall economic performance, which he said has remained consistently above 80 per cent in year-on-year success rates.

On governance reforms, Sanwo-Olu disclosed that the state has introduced citizen-friendly project publications and expanded digital platforms to enable residents monitor government spending in real time. He added that capacity building at the local government level has also been strengthened through training and adoption of standard accounting practices.

In the health sector, the governor said Lagos now operates over 330 functional primary healthcare centres, many of which have been upgraded to deliver more efficient and community-focused services, particularly for women and children.

Also speaking, a procurement specialist with the World Bank, Engineer Akin Onimole, said the programme goes beyond administrative processes to deliver tangible improvements in the lives of residents.

He described Lagos State’s implementation of the initiative as exemplary, noting that it aligns with the programme’s objective of addressing systemic bottlenecks in health and education service delivery.

Earlier, Commissioner for Economic Planning and Budget, Ope George, said the HOPE project is structured to strengthen financial and human resource management while promoting data-driven governance.

According to him, the programme operates on a results-based financing model, where funds are disbursed based on the achievement of measurable outcomes, ensuring efficient allocation of public resources.

The HOPE initiative forms a key component of Lagos State’s broader strategy to enhance human capital development, improve service delivery, and drive inclusive economic growth.
