Appointed in August 2023 as Niger State’s pioneer Commissioner for Communications Technology and Digital Economy, Isah stepped into a newly created ministry tasked with building systems and structures and delivering measurable impact from the ground up.
Suleiman Isah’s journey into public service is rooted in a strong academic and professional background in technology.
He holds a degree in Computer Science and Information Technology, as well as a Master’s in Information Security and Digital Forensics, equipping him with deep expertise in data systems, cybersecurity, and digital infrastructure.
Before his appointment as commissioner, he built more than a decade of experience across key national institutions. His early career began with an internship at First Bank of Nigeria, after which he worked with agencies including the National Hajj Commission and the National Primary Health Care Development Agency, gaining valuable insight into how technology intersects with public service delivery.
He later played key roles at the Federal Inland Revenue Service, where he was involved in IT risk management, network administration, and national system security across Nigeria’s tax infrastructure. These experiences shaped his approach to efficiency, accountability, and trust in public systems.
Before becoming commissioner, he also served as Special Adviser on ICT and Digital Transformation to the Niger State Internal Revenue Service, where he helped improve digital processes and optimise revenue systems. These digital transformations led to a significant increase in the state’s Internally Generated Revenue (IGR).
Upon his appointment in 2023, Suleiman Isah was tasked with leading Niger State’s transition to a digitally driven economy. From the outset, his focus has been clear, namely to expand access, modernise public service delivery, and ensure that technology directly benefits citizens.
His work has centred on three major pillars:

He also transformed the civil service recruitment process by introducing AI-monitored, home-based examinations. This innovation has removed the need for candidates to travel long distances to test centres, making the process more accessible and cost-effective.
In the area of infrastructure, he championed the removal of fibre-optic right-of-way charges, a policy move that has made Niger State more attractive to broadband investment and improved connectivity across the state.
Beyond systems and infrastructure, Isah has prioritised inclusion. Through initiatives targeting women and young people, such as digital empowerment programmes, he has expanded participation in the digital economy and created pathways for skills development and innovation.
His leadership has also driven the expansion of digital literacy programmes across communities, ensuring that traders, artisans, and small business owners are not left behind in the digital shift.
Suleiman Isah’s impact has not gone unnoticed. He was named among Nigeria’s 50 Most Valuable Digital Economy Leaders, a recognition of his role in redefining technology-driven governance at the state level.
